Public bug reported:

Current xenial lxd, launching images:ubuntu/trusty/amd64 and
images:ubuntu/xenial/amd64 work fine, but images:ubuntu/wily/amd64  does
not: I end up with a container which is formally running, but does not
really "do" anything:

I suspect this is somehow related to our cgroup/cgfs changes?
