Which exactly files in /usr/bin did you change? So far I can *not* understand what is the cause of this bug, but provided that nobody else reported it, I believe it is something wrong on your system.
python-sphinxbase is a completely different package, it is the speech recognition system, not the documentation generator. Does this error occur when you purge all sphinx-related packages and install them again?
