Wiktor: Nizio, when you upgraded, you probably had some held back
packages, third party software, non-default configs, or other remnants
preventing the fix from the taking affect.

To clarify, the act of having a /home directory in itself wouldn't cause
any of the above. There is something else that when you upgraded
interfered here.

If you have narrowed it down, please advise. Otherwise, there isn't much
to do here.
