In an attempt to fix bug #1540063 better I'm playing with variants of
the new 64-language-selector-prefer.conf file via a PPA:

https://launchpad.net/~gunnarhj/+archive/ubuntu/japanese-fonts

However, there is a risk that the current test version of the file
affects rendering of Chinese contents adversely under a non-Chinese
locale. Therefore I'd appreciate if a few Chinese users could install
language-selector from the PPA and let us know how Chinese characters
look in a session with a non-Chinese locale.
