Public bug reported:

the varnish package, version 3.0.5-2 amd64 on Ubuntu 14.04.4 LTS by
default does not include any 'START=' configuration in
/etc/default/varnish . As such, users attempting to install + start
Varnish are met with:

* Not starting HTTP accelerator varnishd
[ OK ]

After debugging the init script, I noticed that it was running the
`disabled_varnishd` function. There was no indication of how to fix
this. I eventually came to this blog post:
http://l3l0.eu/lang/en/2011/04/varnish-the-first-encounter/ (from April
2011 for Ubuntu Meerkat) and followed the fix (which was to put a single
line, `START=yes` in /etc/default/varnish).

Can we please get this included in the default distribution of Varnish,
so every new Varnish user on Ubuntu doesn't have to track down this fix
manually? I see the messages on other bugs here with "Newer varnish
releases have been adapted to work better with upstart and follow
nowadays systemd policies for fedora and debian. This bug should now be
closed." . I'm not sure if that's relevant to this package, but the
shipping version is broken by default with no indication of how to fix
it, and it appears that it's been broken since at least Ubuntu 10.10.
