If I understand correctly, when the user language is set to English, thus none of 69-language specific configurations are active, this configuration would take effect. Current configuration will make the ja variant take precedence over any of the Chinese ones, while the default of noto looks to be Chinese SC - which was exactly the cause of the issue for Japanese. Overriding it with ja as the first one will lead to similar issue to Chinese characters and I believe that's not what we want.
