Public bug reported:
Since yesterday upgrade to 49.0.2623.87 Ubuntu 15.10 (64-bit), some of
our developer web pages started to behave weirdly - login forms not
completing normally, etc. Those very web pages work fine with Firefox.
Finally, one webpage stated outright that the Cookies are disabled. This
bug seems to reproduce only when visiting page hosted at "localhost" -
web pages hosted elsewhere do not seem to be affected by this bug.
I have not changed the cookie settings in any way: The Cookies are set
to "Allow local data to be set (recommended)", I have the "Block third-
party" check box unchecked and the "Manage exceptions..." list is empty.
