Public bug reported:

The notary package from Debian has yet to successfully build in Ubuntu.
As part of cleaning up xenial-proposed before release, I synced notary
0.1~ds1-1 from unstable, which unlike the previous version should be
compatible with the grpc version in Ubuntu.

The new notary package has a versioned build dependency on golang-
github-docker-distribution-dev, so the package is now dep-wait.  This
would be resolved by syncing the new upstream version of docker-registry
from unstable (dropping the Ubuntu delta, which is no longer needed).

docker-registry has no other reverse-dependencies in the archive, and is
an unseeded package in universe, so I think this is safe to sync.  But
I'm requesting an FFe anyway, to get a second opinion, since this is a
new upstream version.

I don't intend to account for the individual changes in the package, so
if the release team considers that to be necessary before granting this
FFe, please reject the request instead and we'll sync it for 16.10.
