Papagayo is an open-surce lip-synching animation package that has a
plugin for blender and can export files to synfig-studio.

The latest version of papagayo is 2.0b1, but it seems it still does not
compile cleanly for Linux: https://github.com/LostMoho/Papagayo

However, the 1.2 version is available even with a deb package:

It doesn't work in Ubuntu 15.10 64-bit though. I tried to run it and had
the following error:

wx._core.PyAssertionError: C++ assertion "m_window" failed at
../src/gtk/dcclient.cpp(2043) in DoGetSize(): GetSize() doesn't work
without window

There are many tutorial for it in youtube and with the upcoming releaze of the 
Toonz package as open-source we should see more demand for animation on ubuntu
