I had the same problem that I 'fixed' by the following steps (Note that
you will have to force restart your system):
1. Set the desired brightness value in the
'/sys/class/backlight/intel_backlight/brightness' file:
echo 0 | sudo tee /sys/class/backlight/intel_backlight/brightness
2. Force restart the system by pressing down the power button
After the restart I could turn the brightness completely (to screen
becoming almost black with
'/sys/class/backlight/intel_backlight/brightness' showing the value 15).
