Steps:
1.Flash your device
2.Boot the phone and start wizard
3.Select a non-english language, like 'Español(España), 中文（中国）,etc
4.Proceed with the steps
5.Check if the display text is correct as you set in language
Actual result:
Some strings still display in English, like: "Next" button, location service
page, time zone page, lock screen...etc
Expected result:
Display text is correct as you set in Language
