Oliver, is it acceptable to have /etc/systemd/network/ writable? systemd (udev actually) can read those files from /run/systemd/network /lib/systemd/network /etc/systemd/network
of those, /lib is really for the system, definitely shou'dnt be changed by cloud-init. /run is not persistent across reboots, so /etc is what we want.
