Public bug reported:

Specifying a kernel version in preseed results in linux-image-extra not
getting installed to the target system. (Tested on Ubuntu 14.04)

1. Add a line like the following to your preseed:
d-i base-installer/kernel/image string linux-image-3.13.0-32-generic

Results in the matching linux-image-extra not getting installed. (thus
usb keyboards don't work)

2. Don't use base-installer/kernel/image, and linux-image-extra gets
installed.

Expected behavior is being able to specify a custom kernel version in your
preseed and having it install just like the default kernel.

     Importance: Undecided
