This has been fixed a couple of cycles ago.
The glow color can be themed as explained here:

Specifically using rules such as:
/* Glow applied to the selected scaled window */
-UnityDecoration-glow-size: 10px; /* Size property, size of glow */
-UnityDecoration-glow-color: rgb (221, 72, 20); /* Color property of the

** Changed in: unity (Ubuntu)
