Public bug reported:

Hi,
I asked around while triaging and fixing bugs for the server Team why I can
mark status/importance and such but not create bug tasks.

>From what I learned:
1. I get the "permission" to triage like edit bug status via my membership in
the server team
2. in the past adding bug tasks had caused too many wrong-opened bug tasks
2.1 therefore the permission to add bug tasks was separated from the general
permissions
2.2 currently one has to ask one with upload permissions, because that is what
the permission to create bug tasks is coupled to today
2.3 usually one asks in ubuntu-bugs if no one else is around with upload rights

I wondered if launchpad could implement the feature to delegate not only
triaging permissions but also separately the one for adding bug tasks.
That would allow to delegate this permission to SOME Teams/Developers that are
considered to be able to handle adding bug tasks.
While at the same time get some of this pressure off of the people with upload
rights - they can do more important stuff.

** Affects: ubuntu
     Importance: Undecided
         Status: New
