Public bug reported:

I began testing ubuntu 16.04. I had an ubuntu 15.10 server, and updated it 
(do-release-upgrade). The upgrade was finished, all went ok. And then, 
installed a lamp stack with phpmyadmin. (apt-get update; apt-get upgrade; 
apt-get dist-upgrade; apt-get install apache2 mysql-server php5 php5-mysql 
phpmyadmin). I configured the phpmyadmin database with dbconfig-common, and 
when finished, i opened the phpmyadmin page (localhost/phpmyadmin). And sayd: 
need the mbstring php module. I installed it (apt-get install php-mbstring), 
and pressed f5 in my browser, and all is ok.
So the phpmyadmin package needs php-mbstring as a dependency.
