Public bug reported:
per our "display blanking spec" we want all notifications to activate the
proximity sensor & be obedient to it.
in a related bug report discussion pat said he experienced the low battery
notification go off with the the screen unblank and touch input becoming active
(seemingly not obeying the sensor)
need to verify if there a bug in the logic, or it could be tuning issue
for the prox sensor
