Odd, I've always had -proposed enabled yet even now, only 1.3.1-1ubuntu6
is available to me:

$ apt-cache policy libvirt-bin
libvirt-bin:
  Installed: 1.3.1-1ubuntu6
  Candidate: 1.3.1-1ubuntu6
  Version table:
 *** 1.3.1-1ubuntu6 500
        500 http://archive.ubuntu.com/ubuntu xenial/main amd64 Packages
        100 /var/lib/dpkg/status

Is there something I'm doing wrong?

$ grep proposed /etc/apt/sources.list
deb [arch=amd64] http://archive.ubuntu.com/ubuntu/ xenial-proposed main universe

$ apt-cache policy zfsutils-linux
zfsutils-linux:
  Installed: 0.6.5.6-0ubuntu4
  Candidate: 0.6.5.6-0ubuntu4
  Version table:
 *** 0.6.5.6-0ubuntu4 500
        500 http://archive.ubuntu.com/ubuntu xenial-proposed/universe amd64
