OK, now I understand you after reading the man page.
quote from man page: " . Step forward. Pressing once will
pause movie, every consecutive press will play one frame and then go
into pause mode again."
This is outside the scope of what Ubuntu as a project does. You will
need to convince upstream to implement this functionality. Ubuntu will
not prepare the code or carry a delta for this purpose.
