Re-tested today with 16.04 LTS (xenial-desktop-amd64, daily-build, 07-Apr), and still occurring.
I have an HP Stream 11 Pro G2 notebook with 64GB eMMC (SSD) storage, and existing partitions were deleted. Minor issue: Notebook stalled with 'sda' (USB used for install) cache /pass-thru error, after it prompted that install was complete. This error may have previously occurred (earlier attempts, and during install/load), but did not stop for me to read wording. This did NOT pause (for <Enter> at command line) doing update/upgrade.
