The package grub-common (from grub2 source package) provides
/usr/share/grub/unicode.pf2.

Ubuntu 15.10 (Wily) comes with the version 2.02~beta2-29ubuntu0.3, and
has a font of size 2.4MB, which can display all Chinese characters
correctly.

After upgrading to 16.04 (Xenial), the newer version
2.02~beta2-36ubuntu2 only has a font of 1.4MB. During the boot process,
some Chinese characters in the menu are replaced with boxed question
marks.

The file sizes, before and after shots are attached.
