Public bug reported:

Under Tools -> Preferences -> Video codecs -> ffmpeg, changing the
"Direct Rendering" and "Hardware Decoding" options doesn't seem to
actually affect the use of these features.

For example, with "Direct Rendering" turned off and "Hardware Decoding"
set to "Disable", I still get this output on the terminal playing an
h264 video:
