This bug was initially reported against Ubuntu 15.04, which has reached
EOL.  I have tried to reproduce this bug against Ubuntu 16.04 by running
the same 'pip install docker-py' command as root, and was not able to do
so.

It appears there may be some missing dependencies for the pip command -
I needed to manually install python-wheel and python-setuptools to
complete the installation of docker-py.  But the original issue does not
occur here.  Can you confirm that you see the same result?
