I confirm that by enabling NetworkManager-wait-online.service in Debian Stretch, I started getting dependency cycles. Replacing "# Default-Start: S" with "# Default-Start: 2 3 4 5" didn't solve the cycles.
Any fixes or workarounds for Xenial?
