I couldn't start service named dumpconf still, with 1.34.0-0ubuntu4 version of 
s390-tools package:
root@s8330018:~# systemctl start dumpconf
Failed to start dumpconf.service: Unit dumpconf.service not found.
root@s8330018:~# systemctl status dumpconf
? dumpconf.service
Loaded: not-found (Reason: No such file or directory)
Active: inactive (dead)

Only man pages are related to dumpconf:
root@s8330018:~# dpkg -L s390-tools | grep dumpconf
/usr/share/man/man8/dumpconf.8.gz

root@s8330018:~# uname -a
Linux s8330018 4.4.0-18-generic #34-Ubuntu SMP Wed Apr 6 14:06:05 UTC 2016 
s390x s390x s390x GNU/Linux
root@s8330018:~# aptitude show s390-tools
Package: s390-tools
State: installed
