Looks like it's because we have the systemd-shim package installed and
it was added to the control file in the breaks field.

 cgroup-lite breaks systemd-shim (<< 9-1bzr4ubuntu1)
  systemd-shim (version 6-2bzr1) is present and installed.

We're still using upstart, so I'm questioning why this package is
installed, but eventually I'm sure we'll move to systemd and will still
need the cgroup-lite package no?
