Sure. But most bugs do not occur on an untouched unmodified installation, but still are bugs.
There is no requirement, that the path is set in /etc/environment, but can be set in other configuration or shell files as well. After all, ubuntu did not specify where to set the path. There's at least five places to set environment. And there is no reason why you should have /usr/sbin in non-root user's paths. There's nothing useful in this folder for users other than root. It is simply wrong to force all users have the same PATH as root just to have that upgrade tool working.
