I think that maybe we want to generate zipl.conf instead of having it as
a static file.
Things that should be generated:
* menu item for default kernel
* menu item for recovery with a default kernel
* all other kernels
Managed paramemters line with
* crashkernel setting
* root= arg, possibly computed
* cio_ignore=all if desired
** Affects: s390-tools (Ubuntu)
