Works as expected in 9.0: if User doesn't have enough permissions to
view a panel contents (which is certainly true for a default Admin
Overview panel with just a Member/_member_ role), he is logged out with
an appropriate message and a chance to go to the page that he has enough
permissions to view (see screenshot).
