I installed juju-local from scratch according to the documentation at
[1]
After successful bootstrap of lxc-based local environment I've added the
following to the environments.yaml:
kvm:
type: local
container: kvm
state-port: 37019
storage-port: 8041
api-port: 17072
After switching to this environment and running juju bootstrap I get:

directory;
ERROR failed to bootstrap environment: exit status 1
After this error every juju command targeted toward this environment
make juju freeze without any response (including juju debug-log which
also hangs).
I checked /var/lib/juju/init and I can see the directories and service
file for the lxc-based environment, but not for KVM.
I was able to try to bootstrap it again after removing
~/.juju/environments/kvm.jenv and ~/.juju/kvm. The issue is reproducible
every time.
