Public bug reported:
after running sudo update-manager -d and selecting upgrade and accept the
updater.
The updater gets to the second stage which is to update the sources and after a
few seconds stops, gives the option to reprt a bug and then winds back the
install.
System is completely up to date prior to running upgrade.
