This really is not a bug. Due to licence -restrictitions in various
countries it is not possible to deliver full functionaility right to the
stairs. this gets covered with the *-restricted packages [1]

Just open a terminal and check if the package is installed:

dpkg-query -l  libdvdread4

[1]  http://packages.ubuntu.com/xenial/kubuntu-restricted-addons
