Exactly same bug on Dell Inspiron 15 5000 Series after I updated to Ubuntu 16.04. Suspend was working great when on 15.10.
Whenever I suspend either manually or automatically (e.g. after 1 hour of inactivity), the laptop screen becomes black but the fan continues working (I don't know whether the os is actually working). When I open the lid or click the power button to resume, nothing is happening.
