This package of course also creates problems on an upgrade. I found it in
Synaptic as 'out of date or manually installed'.
When trying to update Synaptic suggests to uninstall plasma-desktop and
plasma-desktop-data.
I cancelled this and instead removed kde-l10n-nl.
Lucky guess, all continous to work fine after this.

package plasma-desktop (not installed) failed to install/upgrade: dependency
problems - leaving unconfigured
