Same issue with Lubuntu upgrade from 15.10 to 16.04 64bit. Could not install '/var/cache/apt/archives/systemd-sysv_229-4ubuntu4_amd64.deb' The upgrade will continue but the '/var/cache/apt/archives/systemd-sysv_229-4ubuntu4_amd64.deb' package may not be in a working state. Please consider submitting a bug report about it. pre-dependency problem - not installing systemd-sysv
sudo apt-get -f install sudo apt-get install systemd-sysv worked for me...
