This isn't a duplicate of bug #1232237. In this case the config option
variable wasn't added to /etc/default/grub.

I've done so many permutations of these encrypted installations now I
cannot recall whether I did any manual partitioning in this particular
session. The partman log appears to suggest I didn't customise or do
manual partitioning but I'd have to look further into it.
