I'm not an Ubuntu developer, so I may be overstepping here. I'm being
bold and marking this invalid. This is a "Suggests", which according to
policy says, "This is used to declare that one package may be more
useful with one or more others. Using this field tells the packaging
system and the user that the listed packages are related to this one and
can perhaps enhance its usefulness, but that installing this one without
them is perfectly reasonable."

The stock Ubuntu configuration doesn't automatically install suggests,
does it? That's a serious question; I don't know. If it does install
suggests, then I'd argue that's the bug.
