I updated to 16.04 now and the bug is still there. This is not quite the same as #1514491, that one is about inconsistencies, this is broken resize functionality (unless you know the shortcuts).
The #1507117 is the inverse of this issue in some way. If I set .window- frame margin to > 0 in my gtk.css I get the same black border around gtk windows, and I can use that black border to resize the window.
