Steve, do you still have this problem on later Ubuntu versions? Please
follow "Debugging boot/shutdown problems" in
/usr/share/doc/systemd/README.Debian.gz and check if there are any
hanging jobs at shutdown. Capturing a screen photo of "journalctl -b" in
the rescue shell might also be enlightening.
Other reporters: Such bugs are highly specific to a particular
installation or hardware (and in that case are in the kernel domain), so
it's usually better to file new reports.
