This is a duplicate bug report that was previous escalated from Ubuntu

This is an upstream issue that IBM opensource engineering should engage
and resolve upstream.
See also my attempts to improve the test suite and sample incomplete
patches from Ben Pfaff on the upstream mailing list.
If and when test suite starts to pass on big endian architectures it
will be enabled, in enforcing mode on ubuntu as to not cause
regressions.
Affected IBM architectures are 32 bit, big endian powerpc; 64 bit big
endian powerpc; 64 bit s390x.
This is not a regression, and not a critical issue, it is inappropriate
to mirror this bug report with target milestone 16.04.1 at a high
severity. At most, this bug report may not have a milestone target at
all (meaning current development series), without any time commitment to
resolve, and at wishlist priority, as upstream development is required
prior to integration on Ubuntu.
HWS - what's the status of internal IBM engineering teams committing
fixes to OpenvSwitch upstream? It is a core part of OpenStack via
Neutron dependencies and it would be great to have a working test-suite
on IBM platforms to catch regressions.
