No, that doesn't appear to be the issue. A message appears at the bottom of the screen with a red background saying that I can't install the .deb because it isn't free software. Same thing for applications that *may* have non-free software.
It also doesn't list (what I assume to be) non-free software. For example, Steam doesn't show up but can be installed via terminal.
