I just noticed that although the tablet does not work with the module
here:
/lib/modules/4.4.0-21-generic/updates/dkms/hid-uclogic.ko
It *DID* work when I manually removed hid_uclogic (rmmod) from memory
and insmodded /lib/modules/4.4.0-21-generic/kernel/drivers/hid/hid-
uclogic.ko

Now the tablet responds.
The file /lib/modules/4.4.0-21-generic/updates/dkms/hid-uclogic.ko was
installed by the digimend-dkms package from Ubuntu 15.10. Removing this
package fixed that. So I guess a "Conflicts:" tag for the 4.4.0 kernel
package is in place to prevent digimend-dkms from being installed (was
it integrated to the kernel?)
Even xsetwacom now responds:
