I don't understand how your /etc/mysql/my.cnf.fallback file could end up
not existing, as it is shipped with mysql-common.

Unfortunately, there isn't enough information here for a developer to
work on the problem. If you are able to provide steps that a developer
can use to reproduce your problem, then please provide them here and
then change the bug status back to New.
