Public bug reported:
The dh-php helper used to support source packages that created multiple
binary packages. This is no longer the case as it now requires a .php
configuration file for each of the binary package defined in
debian/control.
The following check in /usr/bin/dh_php could be relaxed to instead continue if
the configuration file isn't found:
error(".php configuration file is needed for dh_php") unless ($file);
