importing their ssh key.

+ Deploy with 'conjure-up openstack', login to horizon, check the access and 
security tab/ssh key pairs and see that no keypair has been imported.

+ This checks for the existence of a key if not there, runs the relevant 
openstack command to import a newly generated key pair. Regression is minimal 
as nothing is overwritten.
