No, they should be identical. If they are, it works without editing
/var/lib/polkit-1/localauthority/10-vendor.d/com.ubuntu.desktop.pkla
(which is not recommended, since the file is owned by the policykit-
desktop-privileges package, and changes would be overwritten at next
update of that package).
