Public bug reported:
I set the Notify me of a new Ubuntu version to any new version, run the upgrade
tool and was expecting to be prompted to upgrade to 16.04. Instead i was
prompted to upgrade to version 15.
When i run the tool it failed indicating that one of my upgrade package files
had been modified??
