Our IS dept. fixed the proxy, the bootstrap process is able to download
the image. However, during the package installation, it appears to hang
at:

 I attached to the image via lxc exec <container> bash and looked at
/var/log/cloud-init-output.log:

Running, grep -iRn proxy /etc/apt/*  returns nothing.  Shouldn't there
be proxy info in some file under /etc/apt ?
