Hi,
this is released in Xenial via the latest merge by the following change:
- don't use /var/lib/ntp/ntp.conf.dhcp if /etc/ntp.conf is newer - it can get 
stale. Patch by Simon Déziel.  

Setting to fix released.
IMHO I'd not consider it for an SRU, but I want to thank you for taking the 
time to report this bug and helping to make Ubuntu better.
