Sorry to bother you again, but... I tested to replace the single "super" OTC file with 7 weight specific OTC files, and it seems like this is sufficient to fix "the Thin issue" in Chrome/Chromium. So I have uploaded a simpler proposal to the PPA, without the additional fonts-noto-cjk-extras package.
